Taxing billionaires is popular among undecided voters, Independents, and Latinos

WASHINGTON, D.C. – New polling released today by Impact Research and Tax the Greedy Billionaires confirms that taxing billionaires is one of the most unifying and popular policies heading into the 2026 midterms. Roughly three-in-four likely voters in battleground congressional districts and in key states like Michigan and Ohio support raising taxes on billionaires — a stark rebuke of Donald Trump’s signature tax law and a warning sign for GOP efforts to rebrand and sell it.

Taxing billionaires is popular among undecided voters, Independents, and Latinos, highlighting a key vulnerability for Republicans ahead of the midterms. Republicans are seemingly aware of the challenges selling their tax giveaway to the ultra-wealthy, which guts popular programs like Medicaid and SNAP, as conservative strategists debate rebranding the legislation as the “Working Families Tax Cut Bill.” 

“Republicans can change the name of their tax law all they want but it will not change the fact that this law overwhelmingly benefits the ultra-wealthy at the expense of working people,” said Igor Volsky, Tax the Greedy Billionaires campaign director. “Americans see through these shallow games, and that is why the majority of voters in battleground states – including undecided voters, Independents, and Latinos, support taxing billionaires.” 

Key findings of the poll are outlined below:

  • Raising taxes on billionaires is extremely popular in 2026 battleground congressional districts and states.
    • Approximately 3-in-4 voters in the congressional battleground, in Michigan, and in Ohio support this proposal (73% battleground CDs / 70% Michigan / 75% Ohio). 
    • Support is not only broad, but intense as well, as majorities strongly support raising taxes on billionaires in all three geographies (53% battleground CDs / 54% Michigan / 51% Ohio).
    • It’s not just progressives – key voting blocs support taxing billionaires. Undecided voters (71% support / 46% strongly), Independents (75% support / 53% strongly), and Latino voters (75% support / 58% strongly) all overwhelmingly in favor, making “raising taxes on billionaires” a winning issue this cycle.
  • Advocating for raising taxes on billionaires can also be helpful in Democratic primaries. Support for raising taxes on billionaires among Democratic primary voters is nearly universal, with 94% supporting it, and 82% doing so strongly.
  • Policy proposals such as a wealth tax, millionaire surtax, and taxing billionaires’ unrealized gains are also deeply popular among likely battleground voters.
    • Strong majorities across battleground districts and states support implementing a wealth tax on those worth $50 million or more (62% support in battleground CDs / 65% Michigan / 64% Ohio). 
    • A surtax on millionaires that would impose a 10% tax on incomes above $1 million for individuals and on incomes above $2 million for married couples is also very popular in battleground districts (58% support), Michigan (60%), and in Ohio (58%). 
    • Taxing billionaires’ unrealized gains is supported by double digit margins. Voters support taxing billionaires’ investment gains from stocks or real estate whether they have sold those investments or not, with majorities in battleground congressional districts (54% support), Michigan (55% support), and Ohio (54% support) all backing such a proposal. 

A growing wave of Democrats around the country have made taking on billionaires and extreme wealth central tenants of their campaigns. Graham Platner of Maine is the latest to join this growing cohort, which includes Dan Osborn (Nebraska), Sherrod Brown (Ohio), Roy Cooper (North Carolina), and Abdul El-Sayed (Michigan).
